Request for Proposals for final design work of the Delaware/Allegheny connection of the North Delaware Greenway is available below.

NOTE: A pre-bid meeting was held on Thursday, June 18th, at 10 a.m. in the 2nd floor conference room of the Philadelphia Regional Port Authority, 3460 N. Delaware Avenue, Philadelphia, PA 19134. The list of attendees is at the end of the RFP information.

    Delaware River City Corporation (DRCC) is inviting your firm to submit a proposal to supply land surveying, civil, traffic engineering and landscape architectural services for the reconstruction and partial relocation of Delaware Avenue and Allegheny Avenue with an accompanying “East Coast Greenway Trail” along with descriptive signage. 

A.  Project Description & Goals
The Project consists of preliminary and final design of the roadway and trail as outlined above, including all required PennDot submissions. This reconstruction will be part of a system of parks and trails connecting the entire north Delaware River Waterfront. Green design and BMP for storm water control are critical to this project. Your bid will consist of supplying all necessary baseline and topographical surveying and requisite topographical checks, preliminary and final design plans, all PennDot submissions and approvals, traffic studies and evaluations, review of all environmental, historical and archeological studies, surveys and reports that will facilitate the City Streets and City Plans department along with PennDot approval of the paving design for this roadway and trail. Landscape and street lighting plans and details will also be required, along with descriptive signs as designed by Cloud Gehshan Associates to Fairmount Park standards and frequency in this proposal. Any other plans which will be required for the approval of this project which the respondent is aware should be included in your proposal. You will be expected to work along with DRCC, stakeholders, PCPC planners, and governmental agencies to help develop the most appropriate design approach to enhance Port activities and at the same time maximize all green space and use BMP’s for storm water management. It will be required to secure all permits and approvals necessary for this project.

C.  Selection Criteria
The selection of an Engineering and or Landscape Architect Firm will be based on the following criteria:

  1. Expertise and experience on similar projects with emphasis on “Green Design”, previous dealings with PennDot’s approval procedure including ECSM, and the City of Philadelphia departments and boards.
  2. The qualifications of designers & key personnel and team members including landscape architects, which will be dedicated to the project, including a Landscape Architect partner.
  3. Service rates and fee structure and Periods of Service for respective phase of the design work.
  4. Understanding of the project and responsiveness to this Request for Proposal.
  5. Ability to commit resources for the  required submission and resubmissions, in order to expedite the overall project schedule
  6. Partnering for greater expertise is encouraged.

D.  Scope of Services
Proposals should include, but not be limited to, full design and development services to complete the Project, including surveying, civil design (preliminary and final) and landscape design plus a detailed design proposal from Cloud Gehshan for interpretive signage. Plans and specifications shall be prepared in sufficient detail to comply with all specifications of PennDot and the City of Philadelphia and all other appropriate agencies Coordination may also be required with the City Survey Bureau for all necessary curb layout for the construction of all infrastructure. Providing as built drawings, where directed by PennDot. and The City of Philadelphia.

The following phases shall be included in your proposal: 

  1. Preliminary Design.  Working along with DRCC, setting centerline and other required points and trail orientation and location as necessary. Seeking tie in recommendations for storm water management or other requirements from PWD.  Meeting with the community and abutting landowners including DRPA as required. Supplying traffic studies so as to justify and or recommend any changes to the Department of Streets and the community that will enhance the trail greening experience. Meeting with various governmental engineers and agencies for input and approvals. Modifying these plans as directed and preparing preliminary submission plans for discussion and or meetings with PWD and Streets Department.
  1. Submission Drawings.  Prepare complete submission of NPDES permits when required. Making modifications as required for final approvals.

Final Construction Drawings. Prepare final drawing for submission to PWD, Streets and Penn Dot for approval and to the contractor for bid and final construction. Also, signage designs will be required from Cloud Gehshan at this time.

  1. As Built Drawings. Prepare as built drawings, if required by Streets Department or Penn Dot.

Proposals should be based on the following:

  1. A site visit to review the existing conditions.
  2. Contacting the Fifth Survey District for existing City plans and PWD for existing Storm water structures and capacities.
  3. Review of existing zoning and environmental regulations including any preliminary submissions to the Watersheds section of PWD.
  4. Evaluation of any floodplain issues or high-water issues which would effect storm sewer outfalls and hydraulic gradients;
  5. All necessary communications with DRCC, City and State Officials and City Utility Departments;
  6. Attendance at all public hearings and agency meetings as may be required for permits;
  7. E&S plans and applications  required by PWD;
  8. Improvement plans for connecting roadways which may be necessary to service the project;
  9. Landscape and lighting plans in conjunction with needs of DRCC and City Street Lighting  requirements;
  10. Traffic evaluation as may be required by the City, including Port traffic and a possible traffic signal at Tioga Street.
  11. Preparation of as-built plans in conformity with City Streets  Department, PWD and Penn dot requirements;

E.  Compensation & Contract Terms
The Contract for Services to be entered into as a result of this Request for Proposal will be negotiated between DRCC and the selected firm.  The format of the Contract for Services will be determined by DRCC and will include modifications specific to this Project and as mutually agreed upon by both parties.  The contract will require compliance with all federal, state and local requirements for design services.

F.  Proposal Submission Requirements
Please submit four (4) copies of the following documents:

  1. Project Budget.  Provide a breakout for each phase (eg; topographic plan, preliminary design plans, submission plans, construction plans, as built plans as enumerated above:
    1. consultants
    2. reimbursable expenses
    3. any additional services that you believe may be necessary
    4. hourly billing rates in the event that extras are necessary
  2. Project Schedule.  Identifying the date that each phase of work will be completed.
  3. Project Team.  Provide a list of the project team members to be assigned to each task with a breakdown of the amount time to be committed (including consultants, if any).  Please include a resume for each project member.
  4. Insurance Coverage Statement.  Please state the financial and coverage limits of your liability insurance coverage.
  5. Any other additional information you consider important for the review of your proposal.
